    推动高等教育内涵式发展建设，形成学习型社会。实现高等教育内涵式发展。随着全球经济进程的加速和经济体制改革的不断深入，我国高等教育由传统的精英教育迈向大众化教育时代。随着我国大学办学规模的持续扩张和招生规模的不断扩大，高等教育发展过程中的规模、结构、质量和效益等深层次问题逐渐显露出来。
