    土地是乡村发展核心资源要素，也是支撑农民角色转变基石。进入到乡村振兴大时代，在国土空间规划以保护为导向的指引下，集体用地资源成为城乡资源流通的核心要素，也是城市与乡村争利的着力点，城市新增用地的核心来源。乡村振兴的重要方向就是用好集体用地、做好农业文章、推进农村升级、实现农民自尊。
