    Abstract：

    新型城镇化背景下，传统粗放的城镇土地利用模式难以为继，控制城市规模、优化空间格局已成为当前国土资源管理的重点工作之一。城镇开发边界划定成为新一轮国土空间规划的前提与保障工作，也是优化国土空间资源配置的重中之重。本文通过梳理城镇开发边界概念的提出及初步探索来分析影响城镇开发边界划定的重要因素，继而总结城镇开发边界划定落实过程中应注意的问题。
