近年来，随着国有企业改革不断深入、对标世界一流企业管理提升行动持续开展，国有企业迎来市场化转型、高质量发展的新阶段；同时，也面临管理边界扩张、业财协同难度增加、财务资源紧张等多重压力。不断优化并完善国有企业集团财务管控模式，有效促进资源集中、资金流动、增强国有资本价值创造能力，是现阶段国有企业集团的核心与重点。
