    Abstract：

    南沙新区位于粤港澳大湾区的几何中心，是国家自贸区、国家级新区和粤港澳大湾区三区叠加，近年来随着南沙新区经济的快速腾飞，传统的区块开发建设模式已不能满足新时代的高标准建设要求，同时持续大规模的开发投入也让政府财政资金捉襟见肘。本文通过实际参与南沙区大岗和庆盛两个区块开发建设工作，对城市区块综合开发项目的建设模式、工程建设重点及难点进行总结。
