Abstract：
高校图书馆提供公共文化服务是高校充分利用自身丰富资源参与社会服务的重要路径。为了保证所提供公共文化服务的效率及质量水平，在外部监管的同时应从监管主体、监管过程及监管客体三方面入手建立自我监管机制，在提升公共文化服务效益的同时也可为高校图书馆的转型，高校学术研究、经济效益、价值提升等工作拓展新的道路。
