    党外高层次人才是高中人才队伍的重要组成部分,具有鲜明的群体特征,在对人才队伍建设过程中存在的问题进行分析、探索其根源的基础上,提出高中在党外高层次人才队伍建设中要注重领导机制、培养机制、服务机制和领导干部之间的密切联系,创新高中党外高层次人才队伍建设工作模式，完善工作体系。
