Abstract：
高校基层以党建带团建的工作，是我国高等院校党委工作的重要组成部分，是推动高校团建发展的中心工作。伴着改革开放进入新时代，高等教育事业蒸蒸日上，学生也呈现出了综合化、多元化的特点。以往的工作方式已经不能适应以党建带团建的发展需要。文章从高校党建带团建工作体制改革中存在的问题出发，对如何构建其长效机制进行了深入探讨。
