    Abstract：

    顶层设计，强调的是 “整体理念”，简单解释就是完成一项系统工程要有大局观，要统筹规划、全面设计。本文以“高等教育安全科学与工程类系列规划教材”的策划为例，介绍了顶层设计理念在系列教材策划中的具体体现；进而介绍了在该理念指导下，统筹规划系列教材的成果，阐明顶层设计在确定编写出版的基本思路、教材体系设计原则、教材编写质量保证措施及突出系列教材特色等方面的作用，以及该理念对系列教材出版质量影响与价值体现。
