    本文主要通过对市政造价成本上升的原因进行分析，讨论市政造价成本管理中存在的问题，来探讨加强市政造价成本控制的有效措施，以转变传统的市政造价成本管理模式，降低市政造价成本，从多方面进行把控，在满足城市居民生活基本需求的同时，提高政策财政的利用率，保障市政工程建设的顺利开展，加快城市现代化建设进程，从而实推动市政工程的可持续发展。
