水利水电工程是我国重要的基础建设工程，与国家经济发展和居民生活质量关系密切。加强工程建设管理是保障水利水电工程建筑质量和性能的重要手段，要加强工程造价管理，提高资金利用率，保障工程建设的顺利进行，提升工程经济效益，推动我国水利水电工程建设的发展。
